From and after February 1st, 1956, all payments upon billings or statements rendered by the city for the supply of water, garbage disposal and sewer collection system services and sewer disposal system services, all as more specifically provided in the ordinances above referred to in Section 2.12.060, shall be made at such place in the City Hall as is designated by the city clerk, and the office of the city clerk is given jurisdiction over the collection of such payments and the issuance of receipts therefor, which payments shall in turn be deposited with the city treasurer.
