From and after February 1st, 1956, the preparation and mailing of billings or statements of the city, rendered for the furnishing of water service as mentioned in Chapter 13.20, and for garbage disposal mentioned in Chapter 8.04, and for sewage collection system service and sewage disposal system service as mentioned in Chapter 13.08, shall be under the jurisdiction and subject to the direction of the office of the city clerk.
