Effective May 1st, 1966, the duties of the city treasurer as heretofore established by the various ordinances of the city, and the office of city treasurer are hereby consolidated and combined with the duties of the city clerk as heretofore established by various ordinances of the city and with the office of the city clerk, and shall henceforth be carried out under the supervision of a clerk-treasurer, to be appointed by the mayor.
