It is unlawful for any person to abandon or neglect any septic tank containing any excrement, filth or other offensive matter or fill up any septic tank upon any premises owned or occupied by such person or any premises whatsoever unless such filth or excrement first has been removed therefrom and the septic tank cleaned.
