It is unlawful for any person to throw or deposit in any septic tank any garbage, tin cans, crockery, glass or other rubbish whatsoever and the owner, agent or occupant of the premises shall be responsible for the condition of such septic tank. (Ord. 1037 § 5(d), 1949)
