In addition to any other fees or fines authorized under this title, the city may recover its cost associated with disposal of an animal carcass from private property or from public property when the owner of such animal is known and has failed to take immediate steps to dispose of the animal; provided, that said fee shall not exceed the total amount of the fee imposed by the city’s disposal service.
