A. The applicant shall be afforded full opportunity to participate in the hearing, including the right to introduce evidence, to require the production of evidence, and to question witnesses.

B. At the completion of the hearing, the council shall state its reasons for granting or denying the application, based upon the record of such proceeding, and shall communicate its decision to the applicant. (Ord. 2346 § 1, 1995)
