This chapter is enacted as an exercise of the city’s power to protect and preserve the public health, safety, and welfare. Its provisions must be liberally construed to give full effect to the objectives and purposes for which it was enacted. This chapter is not enacted to create or otherwise establish or designate any particular class or group of persons who will or should be especially protected or benefitted by the terms of this chapter.
