On and after the first day of June 1949, it is unlawful for any person to dig or cause to be dug any privy vault or cesspool in the city; to build or cause to be built any privy building or cesspool for use in the city, or to connect or cause to be connected any plumbing with a cesspool or privy vault in the city; provided, however, that the city health officer may permit contractors or other persons employing men in constructing buildings, street improvements or other similar work, to provide privy vaults during the period of such construction as will meet his approval.
