Application for permission to construct, install or lay a culvert or bridge shall be made in writing to the street superintendent, and shall be accompanied by a plan of the proposed construction, which plan shall include the location, all appropriate dimensions, material to be used, and such other additional data as is required by the street superintendent on such forms as he shall provide. The street superintendent, in studying applications for the construction of culverts, shall be guided by the drainage problem in the area in which the culvert will be located, and shall establish reasonable standards of construction of culverts and bridges for the protection of the health and safety of the general public, subject to review by the city council. All proposed construction shall be required to conform to the standards established for the area. If the street superintendent shall approve said application, the applicant shall be entitled to proceed with the proposed construction, subject to the supervision thereof by the street superintendent. No construction shall proceed without the approval of the street superintendent. (Ord. 1088 § 3, 1951)
