No person, firm, or corporation shall hereafter construct, lay, or install any culvert or bridge in, on, or under any public street, road, or alley or in, on or under any driveway within the confines of any public street within the city without first obtaining the permission of the street superintendent so to do and approval by the street superintendent of the proposed culvert or bridge. The street superintendent may from time to time seek the assistance and advice of the city engineer regarding all matters concerned in this chapter. (Ord. 1088 § 2, 1951)
