It is unlawful for any person to cause or allow to originate from the property frequent, repetitive, or continuous howling, barking, or other noises made by any animal covered by this chapter which disturbs the peace and quiet of the surrounding area. Sounds made in pet shops, veterinary clinics, grooming parlors, animal shelters, commercial kennels and catteries licensed under this chapter and in compliance with AMC Title 17, shall be exempt under this subsection; provided, however, that it is an affirmative defense under this subsection that the animal was intentionally provoked to bark or make any other noise by any person; provided, that the enactment of this provision shall in no way nullify any other provision of the municipal code concerning animal noise.
