All residents requesting cable service and living within one hundred fifty feet of existing cable distribution lines shall have the cable installed at the prevailing published installation rate.

In the event a request is made for service and the residence is more than one hundred fifty feet from an existing cable distribution line, such installation shall be completed on a time and material costs basis for that portion of the service line extending beyond one hundred fifty feet.
