A. New development in the City of Anacortes creates additional demand and need for public facilities and infrastructure.

B. New development should pay for its proportionate share of new public facilities and infrastructure needed to serve the new development.

C. Impact fees are an efficient and predictable method of collecting such funding.

D. The purpose of this chapter is to provide a system for assessment, collection, and administration of impact fees consistent with the authority and requirements of Chapter 82.02 RCW.

E. Existing Authority Unimpaired. Nothing in this chapter precludes the city from requiring the feepayer or the proponent of a development activity to mitigate adverse environmental impacts of a specific development pursuant to the State Environmental Policy Act, Chapter 43.21C RCW, or Chapter 58.17 RCW, governing land divisions and subdivisions; provided, that the exercise of this authority must be consistent with RCW 43.21C.065 and 82.02.100.
