The finance department shall implement and maintain a system for the distribution, authorization and control of credit cards issued to or for the benefit of the city and used by city officials and employees:

A. Distribution. Credit cards may be distributed to those city officials and employees who, in the opinion of the mayor or department head have job responsibilities which would be facilitated by the use of a credit card and the credit card use would benefit the city.

B. Authorization and Control. The finance department shall develop the implementation guidelines and accounting controls to ensure the proper usage of credit cards and credit card funds.

C. Credit Limits. The credit card limit shall not exceed two thousand five hundred dollars for any individual credit card without prior written approval of the mayor.

D. Payment of Bills. Payment of all credit card bills will be in accordance with the purchasing policies procedures of the city.

E. Unauthorized Charges. Personal charges may not be made with a city credit card. Any charges which cannot be properly identified or which are not properly allowed shall be paid promptly by the card user by check and, together with interest and all other charges made by the credit card company, shall constitute a prior lien against and a right to withhold any and all funds payable or to become payable to the official or employee up to the amount of the disallowed charges and interest. Any official or employee who has been issued a credit card by the city shall not use the card if any disallowed charges are outstanding, and shall surrender the card upon demand of the mayor or designee.

F. Cash Advances. Cash advances on credit cards are prohibited. (Ord. 2461 § 2, 1998)
