The chief of police is given the authority to promulgate rules and regulations, qualifications and standards for the police department reserve and pursuant to said authority shall file with the city clerk-treasurer a copy of said rules, regulations, standards and qualifications, and shall in addition thereto post the same in a conspicuous place in said city police department.
