The city clerk shall be the keeper of the city seal, and affix it to all instruments and papers which by law or ordinance are required to be attached by the city seal; he shall have the custody of and safely keep all public records, documents, ordinances, resolutions and orders of the city council, and such other papers and documents as may be delivered in his custody.
