This chapter and the program shall be evaluated by staff after four years from the effective date of the ordinance from which this chapter is derived. Staff shall forward a staff report to the city council highlighting the effectiveness of the program, number of units in the program, and a recommendation on whether or not the program should be extended. This chapter shall expire five years from the effective date of the ordinance, unless extended by the city council, adopted as a permanent code, or removed from code on or before the expiration date. Projects with complete application submittals before the expiration will be considered vested under this chapter. (Ord. 2814 § 1(Exh. A), 2010)
