All extension, rebuilds, relocations or duplications of electrical and communication facilities within the areas designated in Section 15.32.070 shall be installed underground from and after the effective date of the ordinance codified in this chapter; provided, that minor routine maintenance, rearrangements, replacements and additions to overhead facilities be exempt.
