A list of industrial dischargers which were in significant violation of this chapter during the twelve previous months shall be annually published by the city in the official city newspaper. A significant violation is defined as one which remains uncorrected for forty-five days or more after notification of noncompliance; which is part of a pattern of noncompliance over that twelve month period, which involves a failure to accurately report noncompliance; or which results in the city exercising its emergency authority under Section 13.40.270.
