When any consumer makes a complaint that water consumption from within the last three months has been excessive, the city will, upon written request, have such meter reread and the service inspected for leaks. Should such consumer then desire that the meter be tested, said consumer shall then make written request and the city will confirm the justifiable need before such test shall be made. The consumer shall then have the privilege, if he or she so desires, to be present when such tests are made. In case a test should show an error of over two percent of water consumed in favor of the city, a correct registering meter will be installed and the bill will be adjusted accordingly.
