Whenever any sewer or drain becomes obstructed, broken or out of repair the health officer shall notify the owner, occupant or agent of the premises upon which the same is constructed to repair the same within five days and if such notice is not complied with he shall cause the same to be repaired at the expense of such property in accordance with the provisions of this chapter.
