It is unlawful for the operator of any vehicle proceeding either north or south along “O” Avenue at the intersection of 12th Street and “O” Avenue to make a left hand turn or to proceed straight ahead through the intersection unless said vehicle is an emergency vehicle and is using its emergency lights or other emergency warning equipment.
