It shall be unlawful to operate a watercraft of any kind or design, whatsoever, upon the waters of Heart Lake in excess of five miles per hour or in such a manner as to create a wake, except that the Anacortes city council may authorize special events involving boat racing at speeds in excess of five miles per hour no more than one weekend per year through the year 2007. In granting such special exemptions, the city council shall give consideration to the organizations that have previously conducted special events on Heart Lake in the past. Requests for special events shall be submitted to the city council each year prior to March 1st. In allowing special events, the council shall schedule such events to minimize the impacts to the lake, its users and the wildlife surrounding. (Ord. 2709 § 1, 2005)
