A special permit shall be required from the public works department for the collection, removal, and disposal of refuse by other than city personnel. Such special permit shall have a maximum term of one year and renewal of such permit shall be at the discretion of the public works department. Any special permit may be canceled upon thirty days written notice or without prior notice upon the violation of any terms of the permit. The public works department may issue special permits for the collection, removal and disposal of refuse for the following reasons only, and such special permits shall be subject to the terms and conditions contained in the permit and the rules and regulations of the public works department for the city:
