It is the purpose of this chapter to provide a means of controlling errant animal behavior so that it shall not become a public nuisance. This chapter shall be construed so as to be consistent with Chapter 16.08 RCW. In the event of a conflict between this chapter and any provision of Chapter 16.08 RCW, then the applicable provision of Chapter 16.08 RCW shall prevail. (Ord. 4021 § 1 (Att. A), 2022; Ord. 2955 Att.
