A. It is unlawful for any person to operate a hobby kennel within the city without obtaining and retaining a hobby kennel license. A hobby kennel license shall be good for one calendar year. The annual license fee shall become due and payable on January 1st of each year. The operator must keep a copy of the license at the hobby kennel location at all times and said license is nontransferable.

B. An application for a hobby kennel license shall be made to the animal control officer and shall contain at a minimum the following information:

1. Applicant’s name, telephone number, and mailing address;

2. Location address and tax parcel number;

3. Nature of the hobby activity;

4. Number of dogs and/or cats to be kept at the location and each animal’s age, breed, color, sex, distinguishing features, markings or tattoos of the animal, and, in the case of dogs, whether the animal has been neutered;

5. Information on the proposed facilities to keep the animals, including but not limited to fencing, screening, soundproofing, sanitation procedures, and any other plans to guarantee health, safety, sanitation, and minimal impact of the hobby kennel on neighbors;

6. A certificate of a veterinarian indicating all animals have current rabies immunization;

7. Proof that each of the dogs has been properly licensed through the city, or if being licensed concurrently with the hobby kennel, proof of submission of a license application pursuant to Section 6.04.030.

C. Prior to the issuance of a hobby kennel license or any renewal thereof, the animal control officer shall inspect the applicant’s premises at a mutually convenient time. The purpose of the inspection shall be to determine if the hobby kennel does or can maintain the standards set forth in this title, and/or any specific requirements set by the city council or animal control officer during the license application process. If the proposed location passes inspection and the applicant does not exceed the number of animals defined in Section 6.02.040 P., the animal control authority shall issue the hobby kennel license.

D. The animal control authority may revoke a hobby kennel license if the hobby kennel is operating in violation of this title or the conditions set forth by city council or the animal control officer. (Ord. 2955 Att. A, 2015)
