It is unlawful for any person to keep or maintain a dog over sixteen weeks of age within the city without obtaining and retaining a license as required by this chapter. The annual license fee shall become due and payable on January 1st of each year. A serially numbered metal license tag issued by the city shall be securely affixed to a collar and worn by the animal when away from the owner’s premises; provided, that dogs, while kept in a commercial kennel, pet shop, veterinary clinic, grooming parlor, or in the animal shelter designated as the custodian of animals impounded under this chapter, shall be exempt from this license requirement; provided, any person who newly acquires an unlicensed or licensed dog of licensing age, shall have thirty days within which to obtain the license required by this chapter.
