It is hereby declared to be the public policy of the city to adopt and enforce those animal control measures deemed necessary for the protection of the health, welfare and safety of the residents and animals within the city and to prevent damage to property and cruelty to animals. To this end, it is the purpose of the ordinance codified herein to provide a means of licensing dogs, and facilities; to regulate animal behavior so that it will not constitute a nuisance; to prevent or curtail inhumane treatment of animals; and to prevent or curtail domestic animal overpopulation.
