It shall be the jurisdiction of the police department to enforce any provisions of this title or of any other city ordinance or state law relating to animal welfare, cruelty and animal control by any lawful means including, but not limited to arrest, the issuance of criminal citation, notice of civil infraction, order to abate, or issuance of warnings.
