Within the provisions of this title, the following definitions shall apply:

A. “Agent” means any public establishment authorized by the city to issue pet licenses.

B. “Altered” shall hold the same meaning as “neutered.”

C. “Animal” means any member of the classes reptile, amphibian, arachnid, bird, fish or nonhuman mammal.

D. “Animal control officer” means any person who has been appointed by the mayor and whose work is directed by the chief of police for the purpose of administering and enforcing the provisions of this title and the provisions of RCW 16 including all persons granted such authority and responsibility by contract with the city. In addition, any city police officer shall be an ex officio animal control officer and have like enforcement authority.

E. “Animal shelter” means a facility which is used to temporarily house or contain stray, homeless, abandoned or unwanted animals, and which is owned, operated or maintained by a public body, an established humane society, animal welfare society, society for the prevention of cruelty to animals, or other nonprofit organization devoted to the welfare, protection, and humane treatment of animals.

F. “At large” means a dog or other domestic animal with the exception of cats off the premises of the owner within the city and not under restraint by a physical control device.

G. “Domestic animal” means any animal other than livestock that lives and breeds in a tame condition. For the purposes of this title, this generally refers to dogs, miniature pigs, and could include other domesticated animals.

H. “Dwelling unit” means one room, or rooms connected together, constituting a separate, independent housekeeping establishment for owner occupancy

I. “EAID” means electronic animal identification device.

J. “Potentially dangerous wild animal” means any animal defined in Chapter 6.16.

K. “Feral” means any animal, normally classified as domestic, which has escaped domestication and become wild, or, the offspring of outdoor intact domestic animals, owned or abandoned.

L. “Food” means feed appropriate to the species for which it was intended.

M. “Foster home” means a residential dwelling unit caring for an animal under the direct supervision of a licensed cattery, shelter, or animal rescue organization exempt from the limitations on numbers of animals pursuant to AMC 6.04.070.

N. “Grooming parlor” means any place or establishment, public or private, where animals are bathed, clipped or combed for a consideration, for the purpose of enhancing their aesthetic value.

O. “Guard dog” means any type of dog specifically trained and used for the purpose of defending, patrolling or protecting property or life. The term “guard dog” shall exclude police dogs and dogs used primarily for handling and controlling livestock or farm animals.

P. “Hobby kennel” means a noncommercial kennel at, or adjoining a private residence where up to six adult dogs are bred and/or kept for hunting, training, exhibition for organized shows, field, working and/or obedience trials, or for enjoyment of the species. An adult dog is one of either sex, altered or unaltered, that has reached the age of four months.

Q. “Keeper” means any person, including an owner, who provides animals with food, water and general care.

R. “License” or “tag” means a numbered identification tag acquired by the owner from an authorized agent for a specific dog. Rabies identification or other identification may not be substituted or accepted in lieu of a license.

S. “Licensed veterinarian” means any person licensed to practice veterinary medicine in the state.

T. “Microchip” means an EAID.

U. “Miniature pigs” means those breeds of Micro, Mini, or Teacup pigs that are no more than sixty pounds when full-grown and have been domesticated to reside in owners' homes.

V. “Neutered” means medically determined to be incapable of reproduction or when the physical condition of an animal is certificated by a licensed veterinarian to be such as would prohibit performance of such medical procedure to render it incapable of reproduction.

W. “Owner” means any person(s), firm, corporation, organization, or department possessing, harboring, keeping, having an interest in, or having control, custody or possession of an animal.

X. “Person” means any individual, firm, partnership, corporation, trust or association of persons.

Y. “Pet” shall hold the same meaning as “domestic animal.”

Z. “Physical control device” means a leash no longer than 15 feet or carrying cage, but does not include any type of electronic control device such as a shock collar. This definition does not apply to Chapter 6.08.

AA. “Police dog” means a dog used by a law enforcement agency and specially trained for law enforcement work.

BB. “Rabies quarantine” means the keeping of a biting animal or the suspected biting animal separate and apart from other animals and people for a period of at least ten days.

CC. “Service dog” is a dog that is individually trained to do work or perform tasks for people with disabilities.

DD. “Spay” shall hold the same meaning as “neuter.”

EE. “Stray” means any dog or wandering or roaming without an apparent owner or home.

FF. “Wild animal” shall hold the same meaning as “potentially dangerous wild animal.”

GG. “Circus and/or rodeo” is a traveling company of entertainers, including animals, or a public exhibition of the skills of a cowboy, involving animals. (Ord. 2955 Att. A, 2015)
