During the period that a franchise is in effect, a franchisee may seek modification of the franchise requirements in accordance with the conditions set forth in the Act.

A decision by the council to modify a franchise shall be made in a public hearing. Such decision shall be made within one hundred twenty days after the city’s receipt of a request by the franchisee, unless the one-hundred-twenty-day period is extended by mutual consent of the city and franchisee.
