Any and all applications for licenses under this chapter may be referred by the city council to the chief of police for investigation and report. Should a report from the chief of police or a council committee recommend the rejection of an application the applicant shall be given the opportunity to appear before the council in furtherance of his application before final action on the rejection is taken by the council. Upon any rejection all moneys on deposit paid to the city by the applicant shall be returned. (Ord. 1040 § 3, 1949)
