No person, firm or corporation shall in any manner engage in the business of a circus, carnival, dog and pony show, menagerie, or business of similar character in the city without first obtaining from the city clerk-treasurer a license so to do and without first depositing with the city clerk-treasurer a bond running to said city as provided in this chapter; unless said bond requirements have been waived as provided in this chapter.
