The licenses required by the terms of this chapter shall be procured by the licensee prior to commencing business. In the case of renewals, the license must be renewed prior to the expiration date established by the Business License Service for the business. For any license procured after the required date set forth in this chapter, the City Clerk-Treasurer may assess and require, in addition to the annual license fee, a delinquency charge equal to 10 percent of the annual license fee for each month or part of a month accruing between the time such license is procured and the time when the same should have been procured under the terms of this chapter.
