The fund will receive money for specific projects the contributor designates, or to support projects the library board of trustees selects. It is the intent of the council that fund moneys should not be used for operating expenses normally covered by tax levies but should be used for capital improvements or capital acquisitions. Disbursement of these funds shall be in accordance with all laws of the state of Washington but shall be for purposes, as far as practical, to be determined by the board of trustees of the Anacortes Public Library.
