A. Hours for Inspection of Records. Public records are available for inspection and copying during normal business hours of the city: Monday through Friday, eight a.m. to five p.m., excluding legal holidays. Records must be inspected at the offices of the city.

B. Pursuant to RCW 42.56.070(4) the Council finds and declares that maintaining an index as described in RCW 42.56.070(3) would be unduly burdensome due to the large number of records subject to such indexes, the lack of staff support necessary to create and complete such indexes, and the existing numerous methods of organizing and storing such records for the city. The city will, in accordance to the adopted records management policy, maintain an ongoing effort to continue to organize and index public records in a manner consistent with the state retention policies to ensure full access to the city’s public records for all requestors.

C. Organization of Records. The city will maintain its records in the manner set forth in the city’s records management policy. A variety of records available are on the city’s website at www.cityofanacortes.org. Requestors are encouraged to view the documents available on the website prior to submitting a records request.

D. Making a Request for Public Records.

1. It is recommended that any person wishing to inspect or copy public records of the city make the request in writing on the city’s request form, or by letter, fax, or e-mail addressed to the public records officer at the addresses set forth in section 2.92.02 and include the following information:

a. Name of requestor;

b. Address of requestor;

c. Other contact information, including telephone number and any e-mail address;

d. Identification of the public records adequate for the public records officer or designee to locate the records; and

e. The date of the request.

A record request will be deemed received at the time it is made unless it is received outside of normal business hours, in which case it will be deemed received on the next business day.

The record request may also be made in person or by telephone to the public records officer or designee. If the requestor does not fill out the request form, the public records officer or designee should memorialize in writing the timing and substance of the request with the information provided.

2. If the requestor wishes to have copies of the records made instead of simply inspecting them, he or she should so indicate and make arrangements to pay for copies of the records or a deposit. A requestor shall not take city records from city offices without the permission of the public records officer or designee.
