Except as otherwise limited by state law, the ordinance codified in this chapter or other ordinance of the city or the authority' s charter (the “charter”), the authority shall have and may exercise within the territorial boundaries of the city all lawful power necessary or convenient to effect the purposes for which the authority is organized and to perform authorized corporate functions as provided in the charter.
