The “Anacortes Public Development Authority” (the “authority”), a public corporation under the Public Corporation Act, is hereby created to act as a community renewal agency under the Community Renewal Act with respect to property within the city which is designated by the city council, from time to time, as “blighted” (as such term is defined in the Community Renewal Act).
