There is established a city agency to be known as the parks and recreation advisory commission which will advise the mayor and city council concerning matters relating to the function and operation of the public parks of the city; cooperate and advise with public and private agencies and organizations concerned with the function and operation of parks and recreational activities; collaborate on the evaluation of existing services relating to parks and recreation; make studies of park and recreation problems; and act upon such other matters as may be appropriate or as may be directed by the city council.
