A. The commission shall have power to make and adopt such rules and regulations as are necessary to substantially accomplish Chapters 41.08 and 41.12 RCW; provided that such rules are not in conflict with this chapter. Such rules shall include no less than a twelve-month probationary period notwithstanding RCW 41.08.100 and 41.12.100; a certification rule of seven eligible persons and a provisional or temporary appointment provision not to exceed twelve months notwithstanding RCW 41.08.040 and 41.12.040; and, a commissioner term length of three years notwithstanding RCW 41.08.030 and 41.12.030. The commission shall also have the power to make rules and regulations governing the commission in the conduct of its meetings and any other matter over which it has authority. In promotional testing the commission shall not grant service credit or priority for length of service in city employment unless otherwise negotiated in a collective bargaining agreement.

B. Commissioners and commission meetings must comply with the Open Public Meetings Act, Chapter 42.30 RCW, subject to the exceptions set out in RCW 42.30.140 or otherwise provided by law. (Ord. 2876 § 1, 2012)
