The effective date of the agreement codified in this chapter for the purposes of vesting shall be the date noted below. Any rule or requirement of the City of Anacortes or other applicable jurisdiction that is inconsistent with or more stringent than any term or condition of this chapter shall not apply or bind the port for the term of this chapter.
