The Skagit County air pollution control district shall have all of the powers and duties provided in Chapter 70.94 RCW, and all resolutions and valid rules and regulations of the district hereafter promulgated pertaining to the control or prevention of air pollution shall be strictly enforced within the city to the extent provided by law.
