18.08.010 Formation.

It is determined that it is necessary for the protection of the public health and welfare of the city that a program of air resources management should be and hereby is initiated. The program shall commence with:
A. The formation of an Air Pollution Control District in accordance with the provisions of RCW 70.94 and amendments thereto, such district being necessary for effective, efficient and equitable air pollution control.
B. The Air Pollution Control District shall include but not be limited to all of Skagit County, and without limiting this generality will include the cities and towns of Anacortes, Mount Vernon, Burlington, Sedro-Woolley, La Conner, Concrete, Lyman, Hamilton and Skagit County.
