Everyone engaged in the distribution of electrical energy for light, heat or power by wires or using or maintaining wires for telephone, telegraph, cable TV or other electric service in the city shall have all wires and appliances used for the purpose stated above and situated on, in, or over the streets, alleys and other public places, within the boundaries described in Section 15.32.070, placed underground and all poles removed in accordance with schedules developed by the city engineer through coordination with parties involved.
