The installation and maintenance of overhead wires carrying any electrical energy including, but not limited to, telephone, telegraph, cable television and electric power in certain streets in areas in the city within the boundaries set forth in Section 15.32.070 has been, now is, and will hereinafter continue to be a possible source of danger to the inhabitants of said city and persons using such streets, and that the conversion of overhead electric and communication facilities to underground facilities is substantially beneficial to the public safety and welfare, is in the public interest and is a public purpose.
