The city hereby declares that the city is not adequately served by existing private emergency ALS/BLS ambulance service. Accordingly, pursuant to RCW 35.21.766, the city hereby ratifies, confirms and reestablishes the emergency ALS/BLS ambulance service provided by the fire department for the use and for the health, safety, and welfare of all city residents and visitors to be operated as a public utility of the city.
