A. It is unlawful for any person (other than the fire department and Island Hospital) to:

1. Operate or cause to be operated within the city limits a non-emergency IFT ambulance service without first being issued a business license by the city;

2. Violate any of the provisions of this article; and

3. Operate or cause to be operated an emergency ALS/BLS ambulance service within the city limits, except as provided in Sections 13.54.200 and 13.54.290.

B. A non-emergency IFT ambulance service business license (hereinafter “ASBL”) may be obtained by applying at the office of the clerk-treasurer. The clerk-treasurer, subject to a review and approval from the fire chief, is responsible for issuing, denying, revoking, renewing, suspending and canceling ASBLs to operate non-emergency IFT ambulance service within the city.

C. The fee for such license shall be the current Anacortes business license fee and it shall be renewable annually. The fee established by this section shall not apply to a public hospital district with an area including that of the city. The fee may be amended from time to time as allowed by state law. The fee shall be payable in January of each year for the ensuing year, and there shall be no proration for new applications during the year. Each ASBL issued by the clerk-treasurer shall be valid for the period of one year. The license year shall be from January 1 to December 31 of each year.

D. The clerk-treasurer shall not issue such license unless the applicant has fulfilled all requirements of this chapter.

E. No person shall operate a non-emergency IFT ambulance service within the city unless there is on file with the clerk-treasurer proof that the required license/licenses have been obtained from the secretary as required by state law, including, but not limited to, Chapter 18.73 RCW and Chapter 246-976 WAC, as now or hereafter amended.

F. To the extent not inconsistent with other provisions of this article, the provisions of Chapter 5.04 of this code, regarding the general issuance of city licenses, shall also be applicable to this article, and by this reference are incorporated herein. (Ord. 2903 § 1, 2013; Ord. 2877 § 1, 2012)
