To the extent permitted under the Washington Constitution and the laws of the state of Washington (including, but not limited to, RCW 35.21.768 and RCW 84.52.069, as may be amended), the city may adopt ordinances for the levy and collection of taxes or other charges and/or fees for the purpose of paying the costs for operation, maintenance and capital needs of the emergency ALS/BLS ambulance service.
