Any industrial user violation any of the provisions of this chapter who discharges or causes damage to or impairs the POTW of the city shall be liable to the city for any expense, loss, or damage caused by such violation of discharge. The city shall bill the user for the cost incurred by the city for any cleaning, repair, or replacement work caused by the violation or discharge. Refusal to pay the assessed costs shall constitute a violation of this chapter, enforceable under the provisions of Sections 13.40.270 through 13.40.340. (Ord. 1945 § 6.2, 1984)
